North Somerset Local Plan 2041 – Pre-submission Regulation 19 Consultation

The new North Somerset Local Plan 2041 identifies where development can and cannot take place in North Somerset. It also guides investment for new housing, jobs, transport and community facilities over the next 15 years.

The pre-submission plan is the version that North Somerset Council proposes to submit to the Secretary of State for independent examination.

However, prior to this submission, North Somerset Council would like to ascertain if the proposed plan is sound. They seeks your views and comments on whether you consider that the policy or policies within the plan to be:

  • Legally Compliant – does the plan meet the legal requirements made under various statutes?
  • Sound – has the plan been positively prepared, is it justified, effective, and consistent with national policy?
  • Meet the Duty to Cooperate – has the council engaged and worked effectively with neighbouring authorities and statutory bodies?

The deadline for representations is 5pm on Friday 12 December 2025.
