📃 Ward Boundary Consultation: The Elms community needs your help once again!
The Local Government Boundary Commission for England (LGBCE) has undertaken a review of electoral arrangements for North Somerset Council. The review considered: ward boundaries, councillor representation and how well current ward boundaries reflect local communities and support effective local government.
The report published by LGBCE in April 2026 states the following:
“We received a number of submissions commenting on ward boundaries for Nailsea, including from Nailsea Town Council, Councillor Bird and members of the public. Nailsea Town Council stated the importance of ensuring that warding arrangements continue to secure good electoral equality in light of recent and planned housing development”
And recommends:
“ Including the Elms area of Wraxall & Failand within a Nailsea ward best meets the statutory criteria, reflecting the area’s urban character and links into Nailsea… with clear, recognisable boundaries.”
The proposed draft recommendations published by LGBCE could not only affect the warding arrangements, but also the future of The Elms area.
What the consultation means for residents
The current draft recommendation would move The Elms from the Long Ashton ward into a Nailsea ward and does not appear to give suitable consideration to the results of the Wraxall & Failand Parish Council consultation, nor the recent Community Governance Review (CGR).
This proposed change would also set a dangerous precedent, that would on the surface appear to make the Elms more aligned to Nailsea Town, encouraging any future bid to seize the Elms via a Parish/Town boundary change. If the ward boundary changes recommended by LGBCE go ahead, Parish/ Town boundary change will be the last remaining obstacle before the Elms becomes subsumed by Nailsea Town.
The Parish Council would like to urge residents to respond to the LGBCE consultation on the proposed new ward boundaries for North Somerset. The Commission will consider public feedback before issuing its final recommendations, so this is an opportunity for residents to explain how the proposals may affect community identity, local representation and day-to-day governance.
Why your response matters
The Commission assesses proposals against three main considerations:
- Electoral equality
- Community identity
- Effective and convenient local government.
Local residents are often best placed to describe how their community functions in practice and whether proposed boundaries reflect established local ties.
Residents may wish to comment on local connections, shared community interests, existing representation arrangements and whether the proposed changes would strengthen or weaken local accountability.
Every response helps provide additional evidence for the consultation process.

When responding, residents may find it helpful to explain how the proposals affect their sense of community, the effectiveness of representation, and whether the proposed arrangements support electoral equality as well as practical and convenient local governance.
The consultation closes on Monday 6 July 2026, and all residents are strongly encouraged to submit their views before the deadline.
